A vision for the generations ahead
He manawa ora kei te moana.
A breath of life rises from the sea.
Whakaari stands on the horizon as a tohu.
A signal of what lies ahead.
A reminder that even through uncertainty, our people have always known how to navigate forward.
From the heights of our maunga, the “water” ebbs and flows coming to rest within “te moana a Toi. Ko te “Wai” te mauri o ngā tīpuna, a korowai that carries our most cherished aspirations for the future.
Te Puia o Whakaari is the Long-Term Plan for Te Tāwharau o Te Whakatōhea.
This kaupapa was shaped through the voices of our people.
Through iwi and hapū hui.
Through kōrero with kaumātua, pakeke and rangatahi.
Through whānau insights, lived experiences, aspirations and challenges.
It reflects the realities our people face today:
Housing, Wellbeing, Education, Connection, Identity, Economic Resilience, Climate challenges and Cultural revitalisation.
But it also reflects something deeper.
The enduring strength of Whakatōhea.
The resilience of our tīpuna.
The determination to move from surviving to thriving.
The desire to create a future where our mokopuna stand confidently in who they are — wherever they are in the worl

Tū Ake Whakatōhea
Tū Ake Whakatōhea is the new vision for Te Tāwharau o Te Whakatōhea.
A vision that speaks to unity, identity, resilience and collective aspiration.
It acknowledges the journey of our people:
The hardships we have endured, the strength we carry, and the future we are continuing to shape together.
Tū ake means to stand.
To stand with pride.
To stand connected.
To stand grounded in whakapapa and tikanga.
To stand for the generations who came before us and those who will follow after us.
As Whakatōhea.
Grounded in our people
Te Puia o Whakaari is not a plan written about our people.
It is a plan shaped by us.
It reflects the whakaaro shared across our iwi:
That our people want stronger connections to whakapapa, reo, marae and whenua.
That whānau want opportunities to thrive close to home while remaining
connected across the motu and throughout the world.
That our rangatahi deserve pathways into leadership, learning and innovation.
That our kaumātua must continue to be honoured as holders of mātauranga and whakapapa.
That prosperity should be sustainable, intergenerational and grounded in our values as Te Whakatōhea.
The direction ahead
Te Puia o Whakaari outlines four key strategic priorities for the future:
Rangatiratanga
Self-sufficiency and independence
Supporting whānau, hapū and iwi to exercise autonomy, leadership and resilience.
Kaitiakitanga
Sustainable prosperity
Creating long-term wellbeing through economic development, environmental stewardship and collective investment.
Kotahitanga
Be connected
Strengthening relationships between our people, our marae, our whenua and each other.
Ōpōtiki Mai Tāwhiti
Live as Whakatōhea wherever we are
Ensuring our reo, tikanga, stories and identity continue to thrive across generations and across the world.
A living journey
Te Puia o Whakaari is not static.
It is a living, evolving journey that will continue to grow alongside our people.
As our world changes, so too will our pathways, priorities and opportunities.
But the foundation remains the same:
Whakapapa.
Whanaungatanga.
Mana motuhake.
The enduring strength of Whakatōhea.
This is our story.
This is our direction.
This is our future.
Tū ake Whakatōhea.
Maruhia atu i runga o Tirohanga te tohu Whakaari. Tihei Mauri Ora!
Kua whiwhi mātou i a Mather Solutions rāua ko Martin Jenkins, ngā kaiwhakahaere o tēnei kaupapa.
From the heights of our maunga, the “water” ebbs and flows coming to rest within “te moana a Toi. Ko te “Wai” te mauri o ngā tīpuna, a korowai that carries our most cherished aspirations for the future.
This is a call to action from Te Tāwharau o Te Whakatōhea. Let’s come together to discuss our dreams and aspirations that will help shape our collective future. Ko Te Puia o Whakaari is the name of our Long Term Plan. We will be supported by Mather Solutions and Martin Jenkins, specialists in Māori development
Our journey has begun. Te Tāwharau gathered at Waiaua Marae in March this year with a focus on kotahitanga and whanaungatanga. This opportunity allowed us to acknowledge the significant achievements of the Trust Board and talk about what the future holds based on a clear vision, strong purpose and ngā ūara o te Whakatōhea.
